The title clues at numbers, and trying to solve the first grid as a normal drop quotes would lead to the solution of numbers in English. After solving the first grid, we find a suspicious DALAWA instead of two, which is 2 in Tagalog. The puzzle title hints at numbers, and coincidentally, there is another dropquotes that has these same numbers, but in Malay.
Continuing on this chain, we discover that these dropquotes all spell out the numbers from 1-9 in various languages, with one number belonging to a different language. Given the flavortext, we should start extraction at English, and indexing into the name of the language by the number that ended up in a different grid, we get the answer NATIONAL.
